Acquiring both severable and non-severable services
While services may be classified as either severable or non-severable, it is possible to acquire both types of services under a single contract. When the requirements are clearly defined, they can be satisfied by using a single definitive contract with 2 (or more) line items. When the scope of work is more general and covers a recurring need, but HHS cannot predetermine (beyond a specified minimum) the precise level/quantities of services that will be required during the contract period, an indefinite-delivery/indefinite-quantity contract may be awarded. In that case, specific services of either type may be subsequently acquired by the issuance of task orders.
